The outdoor fan motor should be moving the air vigorously. I replaced my capacitor with a 35/3/370 and when I removed the old one, I noticed it was a 50/3/370.
For last couple of days it is operating normally. Also, the fan blade may have come loose from the motor shaft and is simply moving slowly because of a breeze or the turning of the shaft.
