Seems odd that resetting the USB connection resolved it and a restart would not have fixed it, but at least it was a simple fix. Try booting to a linux live CD (or any other 3rd party O.S.), like mentioned in the comments. on system both ctrl keys are not working. If you press that very same ctrl key again, it should resolve your issue. Ever wonder how you can customize your keyboard to type different types of things? (example European, Asian, International, Mathematical symbols)?Just hope you don't have "dead" keys, laptop keyboards are expensive.
